As many have mentioned, they could use stretch provision to waive someone. Strikes me as odd to do so to sign Jordan Hamilton.
Nobody, save for Amir Johnson, can be waived easily. And that, obviously, would be insane.

If the Raptors have indeed signed Hamilton, something will have to give. Can't carry 16 players.
